The principle question that guides this study concerns the ‘what, when and where’ of planning in the global era, namely the very conceptual issue of the nature, scope, and means of planning today. In order to address this question the study draws on the socio-relational approaches ANT and NRT. Both these approaches provide methods for tracing various actors that make a difference. However, the premise is that, like humans, non-humans can also be active actors that make a difference, and shape social realities (Farías & Bender, 2010). ANT and NRT are based on the idea that heterogeneous networks – the product of relations between human and non-human actors – are the platforms for assembling enduring social formations of various types. Such networks, unlike technical ones, are not pre-determined, but are rather the result of associations that are created in action. By drawing on these approaches in an empirical examination of an international airport planning process, the study seeks to provide innovative insights regarding planning today.
